What is Boiler Plus and what does it mean for Landlords and Homeowners?

You may or may not be aware of the recent changes in legislation around heating manufacturing and installation. The changes named Boiler Plus have been introduced by the Department for Business, Energy and Industrial Strategy (BEIS) and came into force on the 6th April 2018.

What is changing with Boiler Plus?  

The changes in legislation are designed to address the energy efficiency of heating systems. Boiler Plus has been introduced to phase out inefficient boilers and reduce carbon emissions in line with targets set by the EU. Boiler Plus forms part of the Government's Clean Growth Strategy which aims to combat climate change and provide UK homes with greater comfort and lower energy bills.

 

The changes under the new Boiler Plus legislation are as follows:

 

●     Gas boiler performance: space heating efficiency of the new boiler to be no less than ErP 92%.

 

●     Time and temperature control required for all gas and oil boiler installations.

 

●     Combi boiler installations must also include one of the following:

○     Weather compensation.

○     Load compensation.

○     Flue Gas Heat Recovery.                

○     Smart controls.

 

The new Boiler Plus regulations mean that all boilers, both gas and oil, installed from April 2018 will need an ErP or 92% or higher and must include a programme timer and a thermostat to control the heating.

 

In addition to these changes the regulations also state that every combi boiler installation must also include one additional energy saving measure, either weather compensation, load compensation, Flue Gas Heat Recovery (FGHR) or smart controls.

What is weather compensation?

Weather compensation devices enable boilers to read the outside temperature via a sensor which enables the boiler to adjust the temperature of your radiators accordingly. This can be beneficial for homes that have their heating on for long periods of time and have high heating bills.


What is load compensation?

Load compensation measures the response of the heating system and adjusts the radiator temperature to be hotter when your home is cold and cooler when your home is closer to the set  temperature. This can be beneficial for homes that have their heating on for long periods of time and have high heating bills.

What is Flue Gas Heat Recovery?

A Flue Gas Heat Recovery (FGHR) is a device designed to improve energy efficiency of the boiler by recycling the heat from the flue gases which would usually be lost into the atmosphere. This system reuses heat from your boiler that would otherwise be wasted and improves its efficiency.

What are smart controls?

Smart controls are thermostats that allow you to control your heating through a smartphone or tablet, even when you are not at home. Smart controls can make it easier to control the temperature of your home, improve the energy efficiency of your bolier and help to reduce your energy bills.

Failure to comply with Boiler Plus

Homeowners and landlords who do not comply with the new Boiler Plus regulations and knowingly allow non-compliant work to be carried out could face prosecution and fines of up to £5,000. It is therefore imperative that homeowners and landlords must ensure any boiler installations from April 2018 are compliant with the new regulations and be sure they are using a trusted boiler installer.

 

Installers who fail to comply with the Boiler Plus regulations will be breaking the law and could be prosecuted by Building Control. The Gas Safe Register can also refer safety concerns to the Health and Safety Executive (HSE).
